HS Kwartier

The former industrial and port area Laakhavens transforms into a new inner-city are for living and working. Commissioned by LIFE makes SENS, KCAP developed a masterplan that creates new connections with the city centre, stimulates the economy and enables inner-city densification. In addition to the sustainable use of materials and energy savings, health and well-being of users are of primary importance. This approach contributes to themes 'densification, urban greening and sustainability' from the high-rise vision 'Eyeline en Skyline'. These themes are translated into a concrete urban design on the fringe of architecture.

The surroundings of station Hollands Spoor is part of the Central Innovation District (CID). This public transport hub provides significant potential for inner-city densification. A total of 245.000 m2 extra program strengthens the area with housing, offices, commercial program, education, hotels, restaurants and. The mix of functions contributes to the liveliness in the area by attracting different people on different times. Both sides of the station and adjacent neighbourhoods get interconnected and gain a substantial economic impulse.

Six towers reinforce the skyline of The Hague within the framework of the high-rise vision. Thoughtful design and varied positioning of the ensemble results in a varied streetscape with optimal daylight access. The staggered facades and positioning of private outdoor spaces also creates a sense of transparency. The first five to six levels are volumetrically designed and house lively public facilities. Each tower located above is programmed for different functions and target groups. The human scale is maintained, despite high urban densities.

The plan also focusses on the quality of public spaces and interaction. Innovative mobility concepts and new attractive routes stimulate walking and cycling, while decreasing the attractiveness for cars. The station square will transform into a fully-fledged city entrance as vibrant and functional domain for cyclists and pedestrians. The Waldorpstraat along the railway will also become a pedestrian, green city street. Abundant greenery and nature will also be integrated into the buildings at multiple levels.

KCAP is also involved as architect for Ontwikkelplot and the transformation of the national monument Stationspostgebouw.
